"Who Vs. "That"

Can I just get something off my chest; it's petty and will only take a light flick? Thank you.

Recently (over the past 14 years), I've been noticing a lot how people use "that" when they should use "who." Even professional journalists do it. In fact, it's rare I observe someone use it correctly. Rule: Use "who" when referring to people. Use "that" when referring to groups or things.

Truthfully, it doesn't really matter which you use. Truthfully, I don't talk correctly all the time either. This is just one of those pet peeves that I had to get off my chest. A sentence is easier to understand when you use "who" when you're supposed to. People that don't talk correctly frustrate me.
